Hi, I ordered a tank that came with the valve shipped loose but came with a VIP sticker, can I just stick the sticker on and install the valve myself? Thanks!

I'm guessing it came with some sort of plug in the neck.

So the answer is "it depends":
new or used?
Aluminum or steel?
Air or EAN fills planned?
Partial pressure or blended EAN fills?
What your LDS says about filling the tank

No, the scuba police will get you!

But seriously - if there are no dead mice in a new tank, I see no material problem. On the other hand, some shops don't like to fill a tank that has no residual pressure in it, since it might have taken in water.

I'd suggest going to a friendly LDS with the tank, valve, and sticker.

Is the VIP sticker dated? Or waiting for an inspector to complete it?

I would have no problem putting the sticker on after taking a quick glance in the tank.

I've purchased tanks online and they have included a dated inspection sticker in the box. My guess is they do this because once you install the valve, you might want to put the sticker in a certain position. I might be a little anal, but I like the visual stickers in a certain position. That way I don't have to take the tank off the plate to get it filled.

Many shops will not refill an empty tank without a new inspection and some are fussy about what stickers they will honor.
