opening a diving centre in Asia?

2 friends with a Thai girl friend want to open a diving centre in Asia.

We have been to Phuket and Pattaya but I did not like it.

On our next holiday we are going to visit some more islands in Thailand and the Philippines.

But we need some help in finding the right place.
Where is easy to open a centre, to get a work permit, ... and where is the best diving?

Where are your future potential customers? You should pick an area with high numbers of divers or have something really special to attract divers to you.
