Old Sealife strobe help

A pal gave me an old Sealife strobe and I want to make it work with my Kraken case. I'm not ready to spend real $$ on dive photography, just playing. So how does it work? It will turn on and test fire but when I "flash: the little attachment nothing happens? what am I missing or is it just impossible to make it work?

First test is to see if it will fire at all. Put in the batteries and charge it up. Use a TV remote to shine into the port where the fiber goes. It should flash. If it does then on to the next step
If it doesn't flash there are other things to try.
