My gear is all black and gray, my tanks are white which are rentals, what can I do to my fins to make them more visible at depth?
Or what else can I do to enable my buddy to I.D. me better and easier at depth?

Well you could buy yellow fins. My Wife has yellow ones and they are easy to see, while I've red ones and as the colour red is filtered out quite early at depth, they are less easy to discern.
 
You can paint your fins like the hollis f1 yellow tip fins. Some of my dive buddies write their name or nick name on the bottom of their fins.
 
You can also use one of the markers they use for labeling car parts. It's like a yellow paint pen. Draw smiley faces on the bottom of your fins. You can also get neoprene mask straps in bright neon colors as well.
 
While I agree that being good buddies by staying close, is the best plan, occasionally the unexpected does happen. We can't be perfect.

In this case just a little bit of extra help in the underwater recognition would be welcome. My experience is that all-white fins are the most visible, and all-yellow a close second. You can paint them to try it out, or just buy your fins that way from the get-go.

Note: painting with tool dip seems to work surprisingly well. Regular old spray paint does too, but needs to be renewed often as it peels and scratches.

What's the best kind of paint for rubber fins? I'd like to add a bit of art to my plain,black rubber fins.

Reflective tape on your dry or wetsuit could be helpful,too. Or, on your BC. Never could understand the attraction of all the black gear. My drysuit is blue and purple. If I had it my way, I would have an even brighter drysuit, maybe even some pink and purple trim,but that wasn't a Diving Concepts option.
 
Plu one for Nimoh. When I am leading divers as the DM I wear two different colored fins so I can be clearly identified, and one is always a lime green. You can do the same in a buddy pair or small group.

Then between dives you can switch the fins.

Brings back images in my mind from "Young Frankenstien"...
