I haven't but
There's a vlogger named Finn Snow who has an episode on diving up north on YouTube. From what I remember he said pretty good with excellent visibility.

I knew nothing about Batanes until few years ago when I was looking for a trip to Orchid Island in Republic of China. The Tao people of Orchid Island and the Ivatan people in Batanes etc share close linguistic and cultural affinities.
