Should a dive club have a virtual non diving Chairman

I don't think I would have much confidence in a chairmen that didn't dive, or dive often.
 
Most of them are puppets for the chief instructor and executive divemaster anyways. I dont mean to sound negative but I have found (being in several dive clubs) that the position is an adminstrative one which basically chairs the meetings. The real doers are the DMs and instructors in a club.

It doesent matter too much if your in the right club. If the members follow the chairman like sheep and depend on him or her for all the ideas, yes you have a problem. In the club I belong to the chairman has considerable input, but is also a sounding board for ideas. There are plenty of voices and if you speak up you will be heard.
This is the only dive club I've belonged to. I hope its the rule rather then exception. Its a good group.

What role is usually played ... is it that of administrator,? Anyone with leader skills, even a non-diver can play that role. Or is it that of mentor and educator?

Even if he/she was an old salty with 1000's of dives experience, when new members come on board, they're going to question things. Will they give the respect that is necessary for things to function smoothly? Yes, as long as there is a strong entourage of support for the "figure head". Support is plenty of active dive leaders for new folks to turn to for mentoring and trust. These supporters must completely back the leader and show manifest and overt loyalty. Otherwise replace the leader with someone who garners these qualities.
