I'm assuming I need two FULL regulator set ups, right?

Further assuming that it's best if they are THE SAME regs, right?

what do you mean by full reg sets? you need two 1st stages, each with one 2nd stage, one spg, and however many Lp inflator hoses you might need.
 
Two full reg sets? NO

What you need is to have a one reg with a first stage and a second stage. Then a second reg with the first stage and a second stage and the Hp line to you spg and the Lp line to the inflator. If you are not doing overhead the the standard length hose will work for the right post valve reg but you may still find it easier to have a long hose (hint hint). If you are wearing a drysuit have your drysuit inflator hose come off the right post reg (note some divers cross the BCD and drysuit hoses over behind their neck). Keeping your inflation hoses separate (drysuit and BCD) will permit you to have redundant lift in the event of reg failure and shut down of one. I put the BCD on the left post because I am not breathing that post very much, its closer and using the BCD tells me my valve is open as does my spg. getting in the habit of occassional physically checking that valve never hurts either. I know the drysuit valve is open because I breathe from that reg

You need one full reg set, then add another first stage and some custom length hoses to configure your regs for doubles.

The length of those hoses and the manner in which their configured, as GDI has tried to provide an overview, are called hose-routing, and its a whole nother ball-of-wax. Depending on which agency you ascribe to there may be more than one right way to do it.
