Buddies: EcoDive, Pacific Wilderness, Hollywood Divers, PCH Scuba...all have clubs you can join. They have regular dives at local beaches, charter boats, and have mingle parties to meet other divers.

Ocean Safari in the San Gabriel has an active dive club that should fit the bill as well.
