Probably not an ip problem. Piston regs get funny... some, when the temperature and pressure are just right will make a high pitch squeal or whistle. If the temp changes, or the pressure changes, it normally goes away.

Most times you can get rid of it by tossing some extra lube on the piston shaft o-ring... and for some goofy reason, sometimes flipping the spring upsidown helps.
 
With a balanced piston reg, a high pitched squeal on inhaltion is almost always due to inadequate lubrication of the HP o-ring on the piston shaft. This causes the piston to vibrate slightly on inhalation and the vibration then resonates through the LP hose making a fairly loud sqeal.

With un balanced flow by piston regs on the other hand, flipping the mainspring, or even better, adding a shim between the mainspring and the regulator body will almost always resolve the problem.

Spring flipping often works on balanced piston regs as well, but this is a result of more lubricant getting into the HP o-ring and retaining groove or bushing system as a result of the process of removing the piston to flip the spring.

In any case, it should not be making that noise and should be covered under warranty.
