Do you want film or digital?

Do you want a camera that does not need a housing?

Do you have a budget or is money no object?

The body will cost about $5k

lenses, strobes, and what not several thousand more.

It is hard to take you seriously when you say your budget is $1 million.

The amount of choices are overwhelming without you being more specific.
 
In that case you cant get much better then the fuji S2 Pro with an ikelite housing and a couple of Ikelite D125 strobes.

I would say that if you already dont know about this camera or anything about cameras and set ups in that price range you may not want to start off with it.

It is extremely complecated to learn. Do you have a lot of underwater photography experiance?

If not there are others that will be better for you. I believe that if you get something that is way over your head that you wont enjoy using it. And if you dont enjoy it you may give up photography altogether.
