Anybody able to tell me what the heck this piece of flotsam is?

It as a flanged tube welded on each pole that connects to the hollow interior:

I tried but so far I haven't found a picture. I remember seeing on the Science Channel or somewhere a deep water submersible robot with a square frame that had something like this on each corner with the flanged fitting facing down. The way I think they worked is they started out full of air and therefore buoyant but there were pumps connected to them that pumped water in/out and compressed/decompressed the air to make them less/more buoyant to control the trim of the robot.

Anyway, that's what it looks like to me.
