Some sort of ballast/buoyancy tank, maybe? I remember seeing things very similar on the outside corners of a deep water diving robot.

I tried but so far I haven't found a picture. I remember seeing on the Science Channel or somewhere a deep water submersible robot with a square frame that had something like this on each corner with the flanged fitting facing down. The way I think they worked is they started out full of air and therefore buoyant but there were pumps connected to them that pumped water in/out and compressed/decompressed the air to make them less/more buoyant to control the trim of the robot.

Anyway, that's what it looks like to me.
