my safteyvalve on my second stage head needs to be replaced?

It is releasing at to low a pressure which is causing the third stage not to be able to pump the volume it needs to create the higher pressure (4500 psi) in a timely fashion - Am i correct in this thinking and understanding of this issue - also what would cause the 2nd stage safety to start releasing prematurely? - the unit has a carbon issue with the valves as well - what could be causing this?

Can you hear and/or feel the valve leaking? Is it leaking from the blow off relief portion of the valve or at the base? Is the valve adjustable?

If one of the valves isn't opening it could cause a low pressure on the higher stage, and a higher pressure at the lower stage. Sounds like a tear down, cleaning, and rebuild of everything would be a good idea, as the carbon issue was caused by something. This is for breathing air I assume?
