I have two SP mk16's, both bought used at seperate times. How can I tell if they have had the mk17 internal parts conversion, without visiting a dealer?

There are no external differences. You can remove the high pressure module from the reg and look at the seat being used, but I don't recommend it unless you know exactly what you are doing and it won't help if you don't know what you are looking at.

If they have had an annual service from a dealer within the last 2 or 3 years, the odds are good they have been updated to the Mk 17 standard.
