While not a big fan of heavy-handed regulation, requiring an open-water certification and a BCD does not strike me as unreasonable.

15 minutes of training from an uncertified co-worker and then to dive purposefully in entanglement hazards seems - inadequate.

Tell me about it. In the great province of Quebec PADI or any other diving agency is not recognized. You need to do a special training and than they deliver you a licence to dive. For that reason i dive only in the Ontario 😀. Keep in mind that this is 2h30 minutes drive from my home to the dive site. Well worth it !

In Florida, where you live, I agree with you. Other states, perhaps less so. :wink:
 
Why is the whole array of federal osha laws not sufficient? Why does the state need to get involved in regulating scuba diving?
Because Congress has so minimally funded OSHA they have next to no inspectors on the ground. They only end up showing up after someone has died.

We have our own state rules here along with State Labor and Industry inspectors. Ideally people comply before someone dies. They are not even that hard to understand or comply with. Isn't that what folks keep harping on about anyway "State's rights"

 
Just read a little bit of the bill. This is NOT a broad all scuba diving bill.
It is specific to commercial activities for weed removal. A very specific activity.
And there is stuff like required surface support. Nothing shocking for commercial work.
