Anybody been to Mallows Bay outside DC, site of a bunch of WWI era ships they scuttled to create reefs? I see they offer kayak and canoeing there, was wondering if anyone has dived or snorkeled there?

Visibility in the main stem of the Potomac is usually arm's length or less. It's certainly not a place I'd ever consider diving. Fishing for snakeheads sure.
