Land temperature low's around 25degC, and high's around 33degC. Water temperature ranges from 26degC to 29degC. Monsoon starts around October.

Sipadan still good that period of the year. In fact, can dive Sipadan all year round, even during the monsoon period ( starts end Oct ) but I am sure you want the best weather when you go there...
 
As Nikki has written, sipadan/mabul is diveable all year round. Monsoon if it starts end Oct is earlier then normal. Mid- October can be really great as the sea is often very, very calm. In fact sometimes it is so calm that it is eerie ! I have dived on East Coast of Malaysia in November and the sea was great with very good vis.
 
What would be the best time to go?
A/ Best visibility
B/ Less people

What about end of march/beginning April and Beginning of December?
 
I was there in late March this year and had mixed weather. Several days were cloudy with rain - most often in the morning - some showers were very heavy. On two days we sat in the rain during our surface interval at Sipadan. At other times - sunny with flat seas. I do not know if these are typical conditions for that time of year.
