Do lycra skins under wet suits (specifically, jumpsuit type if it matters) make the diver warmer, colder or neither?

Neither but it makes the wetsuit easier to put on and may make the wetsuit more comfortable to wear all day long or to engage in a lot of swimming or physical activity, in my experience

I'm not really sure that it's made a "comfort" difference for me... but I'll definitely second the opinion of making the wetsuit easier to don!!

I'll almost always wear a skin under my wetsuits. The difference in the ease of donning is amazing!

As far as making you warmer... nah... no difference in warmth.
