If you happen to be staying at Sand Dollar or or Den Laman AND using Dive Friends, an easy way is to hang by the dock with your gear and tanks ready in the morning. Likely between 8-9. People will show up to dive Bari Reef from there and you can ask to join.
I did that several times in the past when BDA ran the dock and it worked well. I was able to make new friends and join them diving all over the island from that intro.
You have to take a short intro/check out dive when you arrive. Line up taking the intro with others via your dive shop and ask to join the others on some dives.

Was in Bonaire for the first time in April 2018. Stayed at Divi. There are 4-5 other dive shops within walking distance of Divi. I dropped into each. Some will take your name for a dive buddy. Others will offer for around $50 USD to take you out for a shore dive. All in all, had a great time in Bonaire. Can't wait to get back in early 2019.

That’s great! I fly in early afternoon on the 7th and leave the morning of the 12th. I’m staying in a condo near yellow submarine and I’ve rented a truck. How about you?
Ok, If you still need a dive buddy, I can meet up at the yellow submarine (is this Buddy Dive) at 7pm.
If you're open to it, I'll be there with a group staying at Buddy Dive. You're welcome to join us on any of the dives. We're there the 8th-14th.
