FWIW, I've got probably 3-4 different brands of soft weights that's I've picked up, including some that a dive-club member makes. I can't tell any real difference between them.

I was considering the DIY route, but ended up getting a batch of (very slightly) used weights off Ebay. Lets face it, it's a bag with lead shot, it's going inside another bag or pouch, and not doing anything after that. It's one area where I'm more than willing to go as cheap as I can.

I'd say go with the cheapest you can get... and check out ebay, you may be able to find a deal there. Mine came from a scuba instructor, he said they were used, but you sure couldn't tell by looking.

Looking for Quality soft Weights.... they all look the same...don't know what to choose
You are right, they do all look the same. I could add a 3rd brand, with which I have some experience, Sea Pearls: Sea Pearls | Scuba Diving Products & Scuba Diving Lead Weights.

Price is probably as good as anything in terms of selection. I prefer color coded bags, put that is a preference not a requirement. I have not had any negative experience with bag failure, because of flaws in the material or the stitching, with either Sea Pearls or Aqua Lead, and I have not used the Lead Enterprises product (which appears to be $1/lb cheaper than Aqua Lead).

Most of mine aren't color coded, what I did was I picked up a bottle of "Permanent Dimensional Fabric Paint" for 2.50 (Wal*mart in the 'art supply' dept, or at any big craft shop like Hobby Lobby or Michaels). I used that to put my initials and the weight of the bag on each one. That way there is never any question.

That dimensional fabric paint seems to be the exact same stuff that you can buy from scuba shops as "dive equipment marking paint' for 8 bucks. I've gone and put my initials on all my neoprene stuff, much better than anything else I'd tried.
