I have to be in Taiwan in the end of may, I am going to combine it with a week of diving. last year I went to Koh Tao, Thailand. I am not sure if to go to Phuket this year (the weather is not so good)or another location that you can recommend, Philippines, Vietnam? . (I am coming from Canada and the company will pay for the flight so...)
 
What kind of diving do you like, land base, live aboard ? Do you like to see palegics stuff, macro, more interested in usual creatures in muck diving or do you prefer coral reef? There are plenty of places to dive in SE Asia. Late May is a bit too late for Phuket/Andaman Sea but there are still plenty of other places to go:
Malaysia: Sipadan
Indonesia: Sangalaki, Manado/Lembeh Strait, Komodo
Philippines: (I think it is not monsoon season in May there yet) Puerto Gallera, Dumaguette among many other sites
These certainly some of the places that are definitely worthwhile visiting for diving.
 
Bali - Airfare from Bangkok (BKK) is 9,000 - to 13,000 Baht ($200-300 USD) probably cheaper and the divin g is absolutely spectacular on the North Side of Bali at Menjangen Island. Travel/Lodging at the town of Lovina is $8-9 CDN per night and wonderful - be sure to save energy to do the nature trips and snorkeling with the dolphins at daybreak.
 
Forget SE Asia - if you're going to be in Taiwan, it would be a travesty to be that close to Okinawa and not dive it. There are regular nonstop flights (about 45 min. or so) from Taipei's Chiang Kai Shek International Airport to Okinawa's Naha International Airport via Japan Asia Airways or Taiwan's China Airlines. The diving off Okinawa's outlying islands, Miyako, Ishigaki, Iriomote, and Yonaguni, just to name a few, is even more spectacular, but they're only accessible by transiting through Naha International. Japan is expensive, but if someone else is picking up the tab, take advantage of it. Go back to SE Asia with your own money. It might be a while again before you're able to get back to such an off-the-beaten-track locale.

When I was living on Okinawa, the visibility was usually well over 100 feet (or 33 meters) on most of the dives I made, and as great as the boat dives are, there is no shortage of amazing shore diving as well. Kick a few meters off shore, and you're at a wall with depths usually over 100 feet.
