I don't have a lot of problem being neutral, my problem is staying horizontal. While moving it's no problem, but when I stop my feet sink. Tried several weight configurations and tank heigths. Short of attaching a weight to the top of the tank I will go vertical.

Have you tried shifting your tank upwards just a little? Don't make it hit your head, but moving the tank upwards will shift the balance upwards as well.

Dove yesterday, moved tank up as high as possible and not hit it with my head. Still went verticle when stopped. Tried moving weights around and even added 2# extra to my WI BCD. Thinking about getting a back flotation BCD when money gets right. Seems like I have heavy feet. Have thought about putting something on ankles that would help keep them up. Something like a piece of 7mm or something.
 
What type of wetsuit do you use? I have the opposite problem with my feet, though I'm getting better with it. When I'm trying to do something that requires concentration though (like taking pictures), I still have floatie feet and go upside-down. When I first started diving, actually considered ankle weights.

How negative are your fins?
