I have been doing some reading and notice that people are setting up
there filter lens between the housing ring and the WAL.

So in that case if i wanted a filter to go with my
Oly C4000Z, PT-010 Housing and UWL-100 Wal Lens
then i would get a 67mm filter and attach it to the lens port on the housing and then attah the WAL??
 
It would have to go in that order as there is no way to attach anything to the front of the WAL.
Are you using the Type 1 Inon WAL as suggested for the C4000? If so, you had to change your housing lens ring to accomodate it as the Type 1 lens will not mount to the blue factory housing lens ring because the WAL lens glass would hit the housing lens glass. For that reason I think the WAL will also touch against the filter lens making it impossible to attach?
Are you sure you need a filter? If you use manual white balance and calibrate it at depth from your dive slate your pics should be okay with some minor Photoshop adjustments.

Not sure if i need one, but i was doing some reading and viewed some shots that were very nice shots with min light.

What type of adjustments would i need to make?
 
I took this photo yesterday with the Inon WAL using Manual White Balance (no strobe). I just did "Auto Levels" in Photoshop on this one.
