So a buddy of mine used my camera / housing (a570is with wp-dc12 housing) on a trip and ever since then there has been an oily coating (so it seems) over the lens. Not sure if this is inside or out. How can I clean the inside and outside of the lens properly?

Outside - give it a nice warm soapy bath and dry gently with a soft towel. You can also try lens cleaning papers/cloths.

Inside - lens cleaning clothes or papers. If it's inside, your friend needs to re-evaluate his/her procedures because really nothing nasty should be getting in there.
