Is July a good dive season in Palau Weh?
Is lumba lumba diving centre OK?
Any other dive reosrts recommended?

Can't speak towards diving in July, but stayed and dove with Lumba Lumba last year and loved it. Great operator, and some of the cheapest diving/accommodation you can find anywhere. If you stay in the budget rooms, do the two tank am dives and dive the house reef in the am, you can getaccommodation/3 dives day/all food for well less than $100 per day. Feel free to pm if you have any other questions.
 
I went twice and going again later this month. November, beginning of the season, the vis was better than February. I think July is the beginning of monsoon already .. winds may be strong.

I recommend Rubiah Tirta Divers, very experienced local dive center at Iboih Beach.

I also have heard good things about Lumba Lumba but this year July coincides with the whole month of Ramadan, I'd wait until August or go before July.
 
Hi, I have dived there in December 2012/ January 2013. Though I cannot tell you about July, but the lumba lumba is a dive centre I can recommend.

Professionalism is the word that comes to mind. And they have a very good accommodation offering, enjoyed my time there.

The staff is very helpful: when I arrived to the ferry after leaving I realized that I had left outside the office my backpack with my camera, dive computer and iPad (ouch...). When I got back and recovered it (it was found earlier by the staff) they were fantastic in helping me get back in time for my flight.

i was recently in p.weh and luckily for me some friends of mine were in p.weh a couple months before me, so let me tell you what i know:
my friends stayed at lumba lumba and hated it! some left early! these are laid back island types, not stuffy fancy travelers. they said that although lumba lumba was a nice place, gapang was horrible. horrible beach, horrible bay, shallow stuff(if you're snorkeling) all dead, not any good places to eat and they all took for ever to cook what disgusting crap they did serve. also they felt the divemaster at lumba was very unprofessional.

now, based on this, i decided to stay at freddies (freddies sumurtiga) and dive with rubiah tirta, and it was a great decision. freddies is on stilts on the cliff right at the oceans edge with the waves at the foot of the hill, nice ocean breeze, great beach next door, best food we had anywhere on the island(and we got around in our spare time by motorbike). freddie cooks all the meals while listening to his classical music, he is very friendly, will help you arrange everything involved in your trip and the rooms are cheaper then lumbalumba aircon rooms. they only hae fan but that is plenty as it is nice and cool with a nice breeze there. rubiah tirta will pick you up and take you back for diving each day, they are closest to the nicest dive sites, and the dive shop was good and also cheap.

...the transportation from freddie's to rtd was free of charge and i think the diving worked out to about 8 euros per dive for me and 12 euros per divefor the wife. i would strongly suggest you look up freddie's on the iternet before making a decision. about the diving: for the price you cant beat it! its good diving, maybe average for s.e.asia and a little below average for indonesia, but it was a very nice and cheap holiday overall. i also recommend you rent a motorbike at least one day and drive around the island, stopping at all the nice desserted beaches!

Lumba Lumba told me Sep/Oct is better than Jul.
So I probably will go in Sep.
