Is there anywhere to dive somewhere near either of those cities? If so, what are the dives like, weather, etc?

We were diving in Cayuga Lake at Taughannock Falls State Park during the winter. It is cold fresh water diving and you can not dive from state parks during the Summer season with out permission. With that said the Club I belong to dives mostly in Skeanatlas Lake. There are some shops near and in Syracuse NY that have boats.
Any of the Finger Lakes have all sorts of diving. But it is about 50* on the surface and can drop 5-10* aqt the thermocline.
