It's a comprehensive reference, but it's largely about things (from regulators to hyperbaric chambers to sea-floor habitats). I wouldn't recommend it for recreational divers unless they're interested in gaining a sense of the wider world of diving beyond the recreational. The more practical sections (for example, dangerous marine life or first aid) seem better covered in other books, and more readably. This is, after all, a reference book for a government agency.
