For my upcoming cozumel trip in September is this a good starter dive camera, combined with a suptig dive light?

Depends on your expectations, go-pro type devices generally do better at video than photos. If you are doing wide angle stuff, the little light is only 300 lumens which is very dim and will do little to add color underwater unless you are right on top of your subject, within a few inches. If you don't add color your videos will be blue/green unless you use some type of red filter. As to whether this is a good go-pro clone or not I can't help with that question. Have you considered one of the tough cams? The Nikon goes to 30m without a housing.

You can't go wrong with the GoPro Hero 7. It is a little more expensive, but in underwater photography it's much better to spend a little more for something of higher quality. What types of animals will you be shooting in Cozumel? For anything smaller like frogfish or other macro subjects, check out the Olympus TG series.
 
Agree with @Chris Ross about the video light. I used a SeaLife video light which was a max of 500 lumens (3 different levels of brightness and acted as my dive light also) and it was fine. I have a new Sea Life 2500 lumens which I'll be trying out in October. 300 lumens will not be bright at all and the set up doesn't seem very flexible as far as positioning the light. I noticed you also would have to purchase the cold shoe mount adapter separately.
