I think it is preset to "continuous". To fool with the IS settings, press the menu button. Choose the options under the little camera icon. Scroll down to image stabilization. I think there are 4 options: continuous, one where it goes on only when you depress the shot button half way, off and one other that I don't recall.

You have to set the Mode dial to P (Program AE) before the option to change the IS setting is available.
