my shout, 'under rated'
cancun is very over shadowed by its neighbour cozumel, rightly so but cancun also offers good diving.
with over 18 dive sites around, wrecks and reefs there is plenty to see and do! eagle rays are all over the wreck dives and the reefs are full of nurse sharks, green eels, turtles, barracuda all the fish you spot on a fish id chart, occasionaly we see balck tips too.
viz averages 80ft, a good day is 100ft+ and water temp is currently 81f, no more than 20 mins boat ride to the sites, easy and convienient.
cancun does have big ops, try and avoid those ones as you ll be herded onto the dive boat, taken to a crappy site and given two 35 mins dive as they have another boat load waiting at the dock!

Only been there once from Cozumel, so I relly don't know anything about the dive operations there. If you are planning an extended stay it would be worth the ferry ride to Cozumel for some really good dives.
 
Agree with Ben about not going with a big ops as it does turn into cattle herding. It all depends on where you are staying in Cancun. I was in the Riviera Maya area three weeks ago and stayed at El Cid Resort in the town of Puerto Morelos.

I was going to use Ben but because of where I stayed I'd have to take a taxi ride to and from the resort for the dives with Ben. I did all my dives with the Marina Dive Center right next door to the resort because of the convenience of the dive shop and the marina.

We did reef, wreck, night and cenotes dives with individual attention to what I wanted to dive based on my skillset. Because they were a small operation, I was able to join them on some exploratory dives of uncharted sites which was rewarded when we saw some spotted eagle rays.

I plan to return in early January to dive the other cenotes, more reefs and to do more exploratory dives with them.

Good luck with whichever dive operator you decide to go with.
 
reefs are great, lots of life, some shipwreks, nice food lots of beer and you cant miss the cenotes. what else can you ask for.
