Ikelite suggested camera settings

I have a canon sli 100d with ikelite housing,under initial camera settings, they say to set aspect ratio to 4:3,why not 16:9 ? At 4:3 my tv screen isn't filled up.
 
The "standard" aspect ratio for still photos is 4:3. This is based on the (now) old 35mm film which had a working area of 24mm x 36mm . There is no reason why this aspect ratio would have to be used for stills, it is just the one that people are used to seeing. If you display most of your shots on a big screen TV, then there is really no reason not to go for 16:9 if you want.

If you are shooting video, then that will change things a bit. Most High Def TVs today use a 16:9 aspect ratio.

So, while they information that Ikelite gave you is not wrong, it may be incomplete. Either aspect ratio will work, depending on what you want to do and how you want to show your work. One thing to keep in mind though, if you compose in one aspect ratio, and then try to crop to a different aspect ratio you may lose key elements of your composition due to the different shape of the new image.
 
The 4:3 ratio is native to the sensor. If you choose 16:9 you are cropping the top and bottom, you gain nothing, and you could just crop in post processing if you want the widescreen.

This, of course only applies to photos. If you are shooting video, then shoot it with the aspect you want
