Special characters (esp. the percent sign) are used as escape
characters, which is messing up the URL for that thread.

And if the moderators would remove my false start at
opening THIS thread, I'd appreciate it.

The link in the first post of this thread should work for
everyone. What doesn't work for some folks is clicking
on the thread in the Public Safety Divers folder. It fails
for me on both Mozilla 1.7 and IE 6.something.

Ooops....it doesnt work for me either. I get the following message
