How large is this lifeform? I can't tell from its surroundings.

It is about 20cm across the top....it seems to be upside down....the tentacles are sticking up and it was moving only slightly.

Some things are naturally "upside down".

Yours appears to be a Mastigiidae which are a family of eight armed jellies that are found upside-down on the sea-floor/reef sometimes.
