Sad to say I think I trod upon someone.

Waist deep water at sunset I received jolt that felt like stepping on a live 110v wire. A day later there is only a bug bite style wound on my ankle and no other after effects.

What might I have inadvertently attacked?

Yeah, must have been a small one if you didn't have much of an injury. I've been walloped by one and couldn't walk for a day or two.
 
I have seen a few Electric rays in Cozumel. I don't know of anything else there that would give you a shock b
 
Be thankful it was an electric ray instead of a stingray.

Having been stung by a stingray... It will re-define your scale of pain on a 1-10. What you thought was a 10 (being burns or broken bones) will become a 6 about 45 minutes after taking a barb from a stingray and that venom fully sets in and takes effect. A stingray sting introduces all unfortunate enough to get stung by one to an entirely new level of pain. I'm talking sick-to-your stomach, dizzy, about-ready-to-pass-out pain.
 
Indeed lesser electric ray. They will get your attention, but there is no lasting harm.
