Lots of garbage images on the web; but have doubts this time.
Are the green smaller ones repurposed medical oxygen cylinders ?

In the top image, those are just regular scuba tanks that are painted green, they look a little short, so maybe AL 63s? I don't know what that is in your second image. If someone needs supplemental oxygen, I doubt they'd be able to carry a cylinder around.
