I was looking for a Tray ? and arm and strobe.. I have a pt-032 and a stylus 710.

That's an older camera so you might not want to pair it with a top of the line strobe.
The cheapest complete solution on the market by far is the Intova ISS 2000 kit with strobe, tray, arm and fiber cable. I think it's about $170 for the setup from several vendors.
Make sure you get the full kit, with tray, arm and cable, in addition to the strobe. Some vendors (Cameta!) leave out the cable to get a lowball price, but I think the cable makes it more reliable. If you don't use it, you have be careful that the sensor on the strobe is aimed to your camera or the Intova won't fire - that's a nuisance, so use the fiber.
The features of the Intova ISS 2000 are surprisingly good. You have 4 power settings, 4 preflash settings (good because some Nikon and Olympus cameras emit 2 preflashes), it takes 4 AA batteries so won't be too slow to charge. It has a Guide Number of 20, claimed. I would be skeptical of that. This is not a perfect setup, but gives the most bang for the buck compared to anything else I have seen.
I actually built a similar tray and arm setup for my first underwater camera and it was OK. I modified a flash bracket from film days by drilling a hole on top for mounting a LOCLINE arm. I bought the LOCLINE separately - this product is widely available for many uses, such as supporting a light over a machine tool. It cost me a lot more in time and money than the Intova tray and arm. It was a project, getting parts from here and there and doing a little cutting and tweaking. It's still in use for light strobes, but I prefer to use the sturdier Ultralight Arms for heavier strobes. For starting out, it was fine.
My gut feel is the base of the Intova arm where it attaches to the tray will fail if stressed too much, there is only so much stress that "reinforced nylon" can take. Actually, I tore up the bottom link in my LOCLINE arm in my travels (packing damage, not from actual use, my bad), but I just removed the link and carried on. So I am wary of that as a weakness in this sort of lashup.
All in all, it's a good for the money. Certainly not as good as a Sea&Sea, Ikelite or Inon, but those cost much much more.
