If you ascend under/near your dive flag, then you don't need to deploy your SMB. Correct?

ETA: When we shore dive Bull Shoals AR, we fly a dive flag on a truck inner tube. We pull it with us during our surface swim to the dive spot. Then we dive, tie it off, and continue diving near the flag. Ascend under the flag.

Why would anyone shoot a SMB if they’re also towing a flag?

For recreational diving (especially), divers might need to ascend immediately, directly to the surface, in the case of an issue. If a recreational diver has tied off his dive flag and has gone for a "swimabout" ("diveabout"?), and he/she needs to ascend NOW somewhat away from where he has tied off his flag, then, if possible to do it safely, deploying an SMB might be prudent.
