I have the WP-DC38 housing.
How much contact is the bottom of the housing supposed to have with the tray?

My tray only has contact with the tripod screw metal plate on the bottom of the housing. It that sufficient to avoid torque on the housing?
 
No, that is exactly why I do not like several similar housings as there is no substitute for a double mounting point and I think it is a certain contributor to Canon and similar housing leaks.

What I found to be very important (from prior experience) is there needs to be clearance between the bottom of the housing back door "feet" and the tray to prevent possible flooding. The tray should ONLY be resting on the tripod mount and the housing "feet" should ONLY be resting against the lip on the tray to prevent the housing from turning, NOT touching the bottom of the tray where pressure could be applied to the door when you tighten the tripod mounting screw.

I am using Canon G10 and G12 housings with no problems.

As Nemrod stated; a double mount would solve the issue but Canon and other same brand camera/housings do not have that.
 
Thanks, Jim. I can slide a piece of thick construction paper under the housing door feet and the back of the feet do touch the tray lip. Seems so risky.

It would be so easy for manufacturers to remedy the issue. Wonder why they haven't.
