Hooded Vest Fitting-Size for Women

In figuring out hooded vest sizes, if you go from a Ladies size 10 to an 8 or 6, does the hood size get smaller or just the vest?

My wife has a small body, but a large head. She wears a 4/6 and a large hat size.
