Hog d3 environmental seal question

So I opened my reg bag the other day to find the environmental seal on my d3 unseated. The threaded ring at the top of the regulator was loose, and the black plastic part had fallen out. I put it back in place and screwed the ring back on. Casting aside how on earth this happened (I'm pretty sure it was loosened intentionally), do I need to take it in for service now?
 
no need for service.
Take the seat back off.
Put the regulator on a tank and pressurize
Put the black T piece back in, then put the other bits back on.
snug down with a pin spanner

go dive
