Those definitely need to be looked at before diving them. That red enviroseal should never be bulged out like that with no pressure on the reg. Someone was not taking care of their gear properly.
I am a retired HOG reg tech and reg tech instructor with 10 years of experience on those regs.

I would expect these regs to need service, as they have not been used in years. They were very lightly used and I'm sure they will perform to spec. Money back if they can't be serviced.
