Hello,
we are traveling to cozumal mex. in feb for 2 weeks and just got open water certified have aprox 7 dives at 60ft max in jamacia at a sandels resort .fell in love with it and need advise on who to book with,staying at a condo south of town by san fransisco beach,any ideas who to charter with?looking for aprox 10 dives over 2 weeks & thinking about a night dive,I only have mask/snorkel/fins,some offer nitrox and discounts for cash deals,do I pay all 10 dives upfront or feel them out?I think I want a small group of divers rather than 20+ divers,:) any info appreciated

You might try asking your questions in the Cozumel forum. Trust me, you will get plenty of responses.
 
Send an email to Tres Pelicanos and see if you can work a deal by booking all your dives up front. There are over 80 dive ops on Coz and I have only dove with 5 of them, but of those five Tres Pelicanos suited me the best by far. From what you say you are looking for I believe they would be a perfect fit.
 
There are not a lot of condo properties there but Residencias Reef has condo rentals (fairly large property). Also see Villa Dos which is right next to San Francisco beach (and club).

Any of the smaller ops that use 6 pack (pax) boats can generally accommodate your requests. Generally you don't pay the full bill in advance.

As said, ask your questions in the Cozumel subforum under Mexico. Many many more answers there.

For what it's worth I use Cozumel Scuba Diving | Go diving in Cozumel with BottomTimeDivers dive operator. He can offer what you described above. Accepts paypal and cash - no credit cards. Been using that op for many years and been to Coz about 50 times (or more - lost track).
