The first thing that comes to mind is a strobe is not used when you shoot movies...
If you ment photos, then post a few so we can have a better idea of what your problems are. Without looking I can guess you need to turn the programed modes off and shoot manual (auto mods just do not do well UW, even those which are susposed to) and then get closer, then closer, then closer still and once you think you are too close, get a little closer. Almost all new UW photogs do not get near close enough.
 
What type of equipment are you using? Some examples are a good idea. Cozumel is an excellent dive site and great sea conditions. You'll have excellent results in a jiffy!!!!
