I just got my D-2000 package and it came with a 10Bar fiber optic cable. I'm trying to connect it to my WP-DC28/G10. There isn't enough of a flat space to get full contact between the two dual-lock pieces, but I figure I can get about 75% of it connected, so no problem. (I haven't done anything yet). Is there another solution I'm missing?

But what really puzzles me is that there is a tile of black plastic in the kit but with no obvious way to attach it to anything. I assume it's to block out flash light and goes after the fiber connection somehow, but I have no idea how to do it. Go buy more dual lock?

Actually the kit 10Bar Fiber Optic Cable Kit for INON Strobes #OF-IN shows more dual lock, so.... Anyhow, advice from anyone who's used this on a similar case would be appreciated.

I have the same cable.
As the housing is not flat, but the velcro is strong you may:

first: degrease the location housing with some degrease, stick the velcro in position and try itf it will hold the white "shoe"
second: If it not hold enough: use a heat gun to gently warm the white shoe and bend it to fit your housing.

I guess that the dark tile is a flash blocker, glueing/taping/velcroing it in front of the internal strobe on the inside of the housing will let pass only the infrared light, but no visible.
This will still trigger the flash, but there will be no visible light from the internal strobe on the pictures.
You can do a quick test holding the "black" tile in frot of the strobe, and the the white shoe in front of it.
If the D-2000 fires it is this kind of filter.

Some people just take off the diffuser to fit the velcro cable.

Forget the black plastic thing, just block of the inside of the housing with black electrical tape except for a small spot directly over the camera flash. This is to eliminate backscatter. You can then turn your camera flash power down.

The black tile goes on the back of the white mounting block that you stick to the camera housing. That's what the two extra pieces of dual-lock are for. There's a thread around here somewhere that links to a list of instructions for this type of mount.
