I'm no regulator expert for sure. I have a Conshelf 22 that looks like that, always breathed fine for me.

The first stage is a Conshelf. Which Conshelf does not really matter as the major difference is in LP port numbers, and sizes.

Same with the second stages, the non adjustable USD plastic second stages are all pretty much identical except for the purge covers and the logo.

The Conshelf is a very good and very bullet proof first stage and the second stages are unbalanced but if properly adjusted, breathe a lot better than you would expect.

I recently paid $60 for a new in the box Conshelf 22, so don't get carried away with the price you pay. I would not pay more than $90.00.
 
I used that regulator as a beginning diver and was quite happy with it in the conditions I was diving (water temps 50 degrees and warmer, depths to 60 feet). I upgraded to an environmentalized regulator three or four years ago.

It's been so long since I had that reg serviced I can't remember what the annual service cost me. I'm actually thinking about selling it since it's been sitting for so long taking up space.

The conshelf would make fine first regs and with the addition of a better second stage later, there is nothing wrong with the first stage for any diver.
The cost of service varies but expect to pay around $30 per stage (3x30=$90) for service plus parts. I'm guessing but I would expect the parts to be in the $40-50 range (total). Unless your positive this has been done recently, I would suggest you have it done before diving these or any used reg. Nothing wrong with used regs, you just should establish a known service reference point before diving them.
