Are there places to get these for cheaper, and a place that will first send you a sizing kit?

Are the sizes in mm posted the actual diameter of the condoms themselves? So you measure the shaft diameter and whatever it is is the size you get? I don't want to wait around for them to mail me an actual sizing chart with cutouts.
