Is webbing also Halcyon, not cut for regular back plate ?

This is sold as a set, and you get all for $410 shipped within the US. You can see the MC storage pack (where you can store a larger lift bag) on the picture with the wing, and the bolts are to hold it to the front of the back plate. The webbing is also Halcyon, but has grey H instead of the normal blue, all to fit with the Project Baseline limited edition gray color theme. The width of the webbing is standard for most back plates, i.e. it will fit many other back plates as well, not only Halcyons.
