Halcyon 21W won't stay on.

My buddy bought a 21 watt halcyon can light second-hand. It looks brand new but will only stay on for about ten minutes before shutting itself off. After a few minutes he can turn it back on but it soon turns off again. Any ideas what the what the problem might be?

This is typical behavior for a discharged battery. Has he checked the battery voltage?
