Not sure who the diver is, but from the second set of bubbles it looks like the one diver is pummeling the other diver (if there is another one) with his fist.
In the shot he has his arm poised up for the next blow...

Can't say as I recognize the diver... but looks like a bit of 'dust' being kicked up there.
Surely not spring cleaning zebra mussels, or spit 'n polish to reveal a plaque or something?
