Is it just underserved or or there no diving to be done here? No dive shops, no dive charters, no dive clubs...

There's quite a few nice shore dives (up to 90 feet deep) including some shallow wrecks. Unfortunately I haven't been able to find anywhere up there to get air other than green bay. Green bay scuba has a list of door county shore dives on their website, and the ones I have done so far were all really nice dives.
