Most of the usual glues look like they're heat activated. Will a blow dryer work or do I really need a heat gun?

I would just use a solvent evaporating adhesive and call it a day.

Rubber cement with some Desmodur RFE crosslinker works great... 10:1 ratio. Simply trim back the old seal, place a cone shaped form in the sleeve to stretch the old seal strip + the sleeve material, then apply adhesive to the old latex and the new latex. 2-3 coats, giving about 10 minutes between coats, then stick'em together.

Thanks guys.

I think that a hairdryer would work; just take a bit longer and require more pulling. Heat guns are much hotter than hairdryers.

If you do end up buying a heat gun, I bought the Kawasaki one off ebay. Works great (Really I think any heat gun will work just fine). Shipped to my door instead of having to run an errand. Also, I like the Dive Right In Scuba glue. I just ordered more cans. It works equal to PB300 just easier to procure it seems.
